How do I manage users who will not be evaluated this year in the EOY process?

Some states and districts have an alternating year evaluation cycle for certain personnel. If your organization evaluates some personnel every other year, you see an End of Year classification named No end of year evaluation needed and should assign it to users who are not being evaluated this year.
